*: Switch diff views to TextView
This removes the 32k limit on viewing/committing a diff and the need
to keep checking for overflow.
We can also get rid of tetab since TextView incorporates that.

settings: Move storage from resources to a separate preferences file
Keeping settings bundled with the app was cleaner but it meant they
would get reset every time the app was updated.
On System 7+ these will go in System Folder:Preferences, on System 6
it will go in System Folder.

diffreg: Re-init static vars in diffreg
context_vec_start is used to calculate other things, so when we
started freeing and nullifying it, subsequent runs used non-zero
values for some of these variables. Reset them all just to be safe.

repo: Bump repo version just to fix diffs generated in 3.3
3.3 had a bug in diffreg that was inserting errant newlines after a
@@ chunk, which confuses patch. We can detect and fix these, which
we do with a version migration. The repo format doesn't actually
change.
Unfortunately we still have problems with files that didn't have
newlines at the end since we were just inserting a newline rather
than leaving the default "\ No newline at end of file" that diff
prints, which patch knows to ignore. I'm not sure it's possible to
automatically detect and fix such diffs at this point.
Also show amendment number when viewing.
diffreg: Remove hack appending a newline for newline-less files
This made our diffs look nicer but it breaks patch's ability to
reconstruct some diffs, so it must go.
